Malta and CIHEAM Bari: strengthening institutional cooperation through applied research, training and knowledge exchange

14 October 2026

CIHEAM Bari welcomes an official delegation from the Maltese Ministry for Agriculture, Fisheries and Food (MAFF), led by Minister Anton Refalo. The delegation meets with Director Biagio Di Terlizzi, in the presence of Maurizio Raeli, Delegate of the Italian Government to the CIHEAM Governing Board.

The relationship between Malta and CIHEAM Bari dates back to the 1960s, when the first Maltese participants began taking part in the Institute’s activities. Since Malta became a CIHEAM Member Country in 1989, this cooperation has progressively evolved, moving from the training of agricultural technicians towards direct support for national agricultural policies and public institutions.

Dating back to the 1960s, the partnership between Malta and CIHEAM Bari continues to support the development of a more sustainable and resilient agricultural sector. Building on the technical assistance provided to Maltese farmers, whose appreciation for CIHEAM Bari’s support in integrated and organic farming has emerged in several forums, the collaboration will continue to strengthen the Ministry’s agricultural extension and dissemination services, bringing knowledge and practical solutions closer to farmers and agricultural stakeholders.

Digital innovation and the sustainable management of natural resources are also key areas of cooperation. Malta has equipped its administration with a digital infrastructure for territorial monitoring and planning, supporting a more rational management of natural resources. Further opportunities will be explored with the Apulia Region, particularly through cooperation with its Regional Phytosanitary Service.

During the visit, the Maltese delegation explores how CIHEAM Bari translates scientific research and innovation into practical solutions to address the concrete challenges faced by local territories and communities. The programme includes visits to research and training facilities and meetings with Director Biagio Di Terlizzi, representatives of the Scientific Area and CIHEAM Bari officials.

Meetings focus on how to strengthen the existing institutional cooperation aimed at developing the Maltese agri-food sector.

The visit marks the signing of a renewed Memorandum of Understanding between CIHEAM Bari and the Maltese Ministry, reaffirming their long-standing partnership and establishing a framework for continued collaboration in agricultural training, technical assistance, research and innovation.
