The aim of the project EUPHRESCO III is to enhance national and regional phytosanitary research coordination beyond what the Euphresco self-sustained network has achieved and to set the foundations for global phytosanitary research coordination. This will be achieved by building on the foundations developed by the Euphresco self-sustained network and explore fit-for-purpose activities.

About the project

The success of the Euphresco self-sustained network as a platform for the coordination of European phytosanitary research has set the ground for discussions on the development of initiative(s) to address the needs of other regions of the world and on global phytosanitary research coordination.

Building Global Phytosanitary Research Coordination: Work in progress

Executive Committe

Objectives
The overall objective of WP4 is to develop and agree on the governance, the structures and the operations of the global network for phytosanitary research coordination. Existing models (including those developed in the framework of Euphresco Net) will be reviewed and adapted in order to develop a model that fits the needs of everyone and that can secure smooth operations of the global network.

Task 4.1: Identify and engage with potential members of the global network for phytosanitary research
coordination

Discussions will be undertaken with national and international organizations to explore the possibility for them to join the global network for phytosanitary research organizations. The discussions will start with the organizations identified in Task 2.1 and involved in Tasks 2.2 and 3.1. A strategy for the network broadening will be agreed by the General Assembly and the Advisory Board to ensure that the diversity of the mandates of members (research funders, policy makers, and research organizations) is maintained and to maximize the geographical coverage of the network. The establishment of a global network will take time and resources, but these resource requirements could be reduced by building on the regional experience gained and possibly integrating existing networks (e.g. ACIAR, CGIAR, RPPOs, academic societies) into a global structure. The involvement of some of these existing networks in the EUPHRESCO III activities will allow to develop a Governance, structures and operations of a global network that takes into account the specificities of the existing networks and addresses their needs and visions.

Task 4.2: Shape the Governance, structures and operations of the global network for phytosanitary research coordination

The current Governance, structures and operations of Euphresco Net are simple to ensure flexibility, reactivity and because they were developed for a network that focusses on the EPPO region. This simple structure limits the full engagement of organizations outside the EPPO region and seems insufficient to address the needs of a global network for phytosanitary research coordination. Work in this task will allow to develop the structure and operations of a global network for phytosanitary research coordination to better serve a wider and more diverse audience. Starting from the idea of building a global network with a regional prioritization system, existing models of global networks (e.g. the international Research Consortium on Animal Health STAR-IDAZ, the Global Research Council, the International Organization for Biological Control IOBC, the International Union of Forest Research Organizations IUFRO) will be reviewed in order to agree on simple (to reduce costs) and flexible Governance, structures and operations adapted to the future needs of the network for global phytosanitary research coordination. Remote and at least one face to face consultations will be organized with project partners, the Advisory Board, the network of Satellite Organizations and organizations interested to become members of the network (MS4.1). A Modus Operandi that specifies the aims of the global phytosanitary research coordination, and the membership, the Governance and the procedures of the global network will be developed and agreed (D4.1).

Task 4.3: Agree on the roadmap for the global network for phytosanitary research coordination

A roadmap to support the initiation (at the end of the EUPRESCO III project) and establishment (over 5 years) of a network for global phytosanitary research coordination will be developed and agreed by the EUPHRESCO III General Assembly and Euphresco Net Governing Board (D4.2). The roadmap will clarify the resources needed to support the Governance, structure and operations agreed in Task 4.2 and will identify the funding sources that will be selected, including funds that may be agreed during the EUPHRESCO III project. The funding mechanisms used to support the operations of the existing models of global networks identified in Task 4.2, will be reviewed. Benefits and drawbacks of different funding mechanisms will be weighted in relation to their suitability for the global network for phytosanitary research coordination.
